Tem por miss\u00e3o promover a integra\u00e7\u00e3o das Secretarias de Fazenda, Finan\u00e7as, Receita ou Tributa\u00e7\u00e3o dos Estados e do Distrito Federal, e a articula\u00e7\u00e3o dos Estados com os demais entes federativos, atuando na defesa dos interesses das Fazendas Estaduais e do fortalecimento da gest\u00e3o fiscal, financeira e tribut\u00e1ria das unidades federativas. Tem atuado fortemente na discuss\u00e3o e formula\u00e7\u00e3o de ideias para uma Reforma Tribut\u00e1ria que simplifique e modernize o modelo tribut\u00e1rio, e contribua para um ambiente de neg\u00f3cios que favore\u00e7a os investimentos e o crescimento do pa\u00eds. Por meio de semin\u00e1rios, estudos e pesquisas, busca promover o debate, compartilhar experi\u00eancias e conhecimento e difundir informa\u00e7\u00f5es de natureza fiscal e tribut\u00e1ria, a fim de
